Description: MoRRI was an EU initiative to develop indicators for monitoring uptake of RRI across Europe. Its expert group defined (good) governance as an overarching principle in R&I, under which the other RRI keys (public engagement, gender equality, science education, open access, and ethics) are organized. The project collected data and case studies, showing how governance arrangements (like strategies or committees for RRI) correlate with better performance on RRI metrics. The follow-up project Super MoRRI continues to refine these indicators for long-term monitoring.
Key Resources: The “Indicators for promoting and monitoring RRI” report (EU Publications, 2015) is a key reference, explicitly placing good governance as fundamental to RRI efforts. MoRRI deliverables include an inventory of RRI policies in various countries and a set of proposed indicators (e.g., existence of RRI governance structures, % of projects with societal stakeholders involved).

How It Helps Researchers: MoRRI provides a benchmark for researchers and institutions to assess their own governance practices. For example, universities can measure if they have the recommended governance mechanisms (such as RRI strategies, open science policies, or diverse advisory boards) and improve accordingly. For individual researchers, these indicators translate into practical expectations – such as making research data open or including public voices – which guide them in aligning with responsible governance norms and demonstrate compliance in project reports.
